Visit 1:
At the start of the game you can visit the Library and talk to the Library Girl who will go through the rules of the Library.
This introduces you to the Library Girl.
The main quest is to aquire the Combat King 003 magazine, but there is an additional part of the quest that you don't have to do but leads to gaining some useful magic.
The first part of this section will describe what to do to get the magic and the second part will describe how to get Combat King 003. This involves a character known in-game as "Library Girl with a Pigtail ", who we will be calling Library Girl.
The first part of the quest requires you to visit the Library at certain points in the game. The purpose of these visits to the Library is to complete the ending dialogue and gain Magic; if you miss any visits, the endng dialogue will be replaced with "..." for the section missed.
Visit 1:
At the start of the game you can visit the Library and talk to the Library Girl who will go through the rules of the Library.
This introduces you to the Library Girl.
Visit 2:
After receiving the Timber mission briefing from Headmaster Cid, head to the Library.
Find the Library Girl by the book shelves and talk to her. Zell will ask about a book called "Good-bye Pururun".
Visit 3:
When you split up after hearing that missiles were launched at Garden; if you take Zell with you back to Garden, you can visit the Library and the Library Girl will give you a Mega Phoenix.
If you visit without Zell, she will give you a Remedy.
Visit 4:
When looking for Ellone after the White SeeD Ship arrives, you can head back to the Library without Zell and talk to the Library Girl; she will be talking to a SeeD and will say she wants "everyone to read a book that will remain close to their hearts".
If you talk to the Library Girl again she will say she is worried "he won't like the book I pick out for him".
Visit 5:
When Irvine has to choose instruments for the Garden Festival, you can leave the area and visit the Library.
Head between the book shelves to find the Library Girl; she will ask about Zell.
Visit 6:
After liberating Balamb Town from Galbadia; with Zell in the party, you can visit the Library and head to the reading room in the back.
Go to leave and the Library Girl's friends will ask you your favourite colour and food. Your answers here change the magic you can receive later.
Visit 7:
Before heading to Trabia Garden, you can visit the Library to find a SeeD talking to one of the Library Committee girls.
After the conversation, you can talk to her again and she will ask if you think "HE likes HER?" meaning the Library Girl.
Visit 8:
After visiting Trabia Garden, take Zell back to the Library and between the bookshelves.
Here, the Library Girl's will be talking about Zell and then give the results of the questionnaire.
Visit 9:
On Disc 3, after the Dream Sequence with the Ruby Dragon, head to the Library to find one of the Library Girl's friends reading a book by the desk.
Talk to her to get the prompt to look for the Library Girl.
This is the final scene that adds dialogue to the Combat King 003 part below.

After the Disk 3 Dream Sequence, if you visit Balamb Town with Zell in your party, a girl in a red skirt will ask Zell if he knows a girl with a pigtail and tell you that she went to Zell's house looking for him.
Visit Zell's mother and she will also say a girl was looking for him.
If you spend the night at the Balamb Hotel; in the morning Zell will be gone. Head downstairs to see Zell talking to the Library Girl.
If you did the full "Love Quest" you will hear everything, if you didn't, some of the dialogue will be replaced with "...".
After they finish talking, she will give Zell the Combat King 003 and then leave.
During the credits at the end of the game, you will see Zell with the Library Girl in the footage being recorded by Irvine and Selphie.
The scene seems to imply that they may have become a couple or, at the very least, close friends since the battle with Ultimecia.
